On November 5, 1999, Martin Nelson filed suit against the Commonwealth of Pennsylvania, Department of Public Welfare/County Board of Assistance (“DPW”) and Feather Houston, Secretary of the DPW. Defendant DPW is a state agency that provides cash assistance, food stamps, and social services to Pennsylvania residents.
