In this workers’ compensation proceeding, Fast Engineering Corporation and its insurer, American Compensation Insurance Company (collectively Fast Engineering), seek review of the final order of the Industrial Claim Appeals Office (Panel) not permitting garnishment, for outstanding child support payments, of permanent partial disability (PPD) benefits paid to Mark W.
