The main issue in this case, as appears by the agreed statement of facts accompanying this opinion, is as to the constitutional right and power and the extent of the constitutional right and power of the taxpayers of the town of Ruston, in Lincoln Parish, to tax themselves in aid of a railroad enterprise, independently of the action of the taxpayers of the Parish of Lincoln, under the provisions of Article 270 of the Constitution of 1898.
