This matter is before the Court on Plaintiffs Motion for Attorney Fees under the Equal Access to Justice Act, 28 U.S.C. § 2412 (1996) (“EAJA”). [D.E. 17]. Defendant has responded [D.E. 19], and Plaintiff has replied [D.E. 20]. This matter is now ripe for decision.
