Plaintiff-Appellants represent a group of union musicians who wish to picket and distribute leaflets expressing their grievance against the Colorado Ballet in the “Galleria” area of the Denver Performing Arts Complex (“DPAC”). The City and County of Denver (“Denver”), which owns and operates the DPAC, halted plaintiffs’ demonstrations in the Galleria.
