BUCKLEY, Circuit Judge:

The Radio-Electronics Officers Union (“Union”) petitions for review of an order of the National Labor Relations Board (“Board”) disposing of two eases. In the first of these, the Board found that the Union operated its hiring hall in an arbitrary manner by dropping Michael Harris from its job referral list for failure to pay dues without notifying him in advance of his delinquency.
