Reversing.

The appellee, Oscar Nolan, was arrested, tried, convicted and, by way of punishment, subjected to a fine of $5.00 in the police court of the city of Harlan under a *35warrant issued therefrom charging the violation by him of an ordinance of that city confining the operation of all motor vehicles on one of its streets known as Central street, between Main and First streets, to travel in one direction.
