¶ 1 On October 15,1999, Petitioner, by and through counsel Bryan Lester Dupler, Capital Post Conviction Division, Oklahoma Indigent Defense System, filed a Motion for Leave of Court to Conduct Pre-Filing Factual Discovery with Subpoena Power for Documents and Testimony.
