This is an appeal from a judgment sustaining a peremptory exception of prescription.

FACTUAL BACKGROUND

In August 1980, International Developers sought the City of Baton Rouge/Parish *755of East Baton Rouge Planning Coramission’s approval of the New Horizons subdivision plan. The City-Parish gave final approval to the subdivision plan in April 1983, and the plan was recorded in the conveyance records of East Baton Rouge Parish.
