The Board of Registration in Nursing (board), after a hearing, revoked Paul D. Duggan’s license to practice as a registered nurse in the Commonwealth. G. L. c. 112, § 61. The board’s discipline stemmed from allegations that, while working as a nurse in the emergency department (ED) of New England Medical Center (NEMC), in Boston, Duggan had engaged in multiple instances of inappropriate conduct in connection with his interaction with, or treatment of, young, intoxicated, female patients.
