(1) The board of trustees, for and on behalf of the village of Houstonia, had full and ample authority to cause the construction of the sidewalk and assess a special tax to pay for same. Sections 1672 and especially 1677, 1678 and 1679 of Revised Statutes of 1889; Morse v. West Port, 110 Mo. 502. Section 1677, supra, admits of but one construction, and that is, that sidewalks are to be constructed and paid for by a special tax against abutting property and the owners. This is an action on a special tax bill. The village of Houstonia is a municipal corporation, organized and existing under the provisions of article 6, chapter 30, Devised Statutes. The defendant is a resident owner of certain lots in said village.
Statement.
