JORDAN, Circuit Judge.
Appellant Lizette Vargas challenges an order from the United States District Court for the Eastern District of Pennsylvania granting summary judgment against her on her constitutional and state-law claims against the City of Philadelphia (“the City”) and two Philadelphia police officers (collectively, with the City, the “City Defendants”).
