The only issue raised by this appeal is the sufficiency of the published Notice to property owners in a proposed drainage district. Certain landowners, hereafter referred to as “petitioners”, requested the County Court of Greene County to create Eight Mile Drainage District No. 5 pursuant to the provisions in Ark. Stats. § 21-501, which section is a part of Act 279 of 1909 pertaining to the creation of drainage districts in this state.
