WELLFORD, Circuit Judge.
In April, 1979, the Kentucky Housing Corporation (KHC) instituted its “Loans to Lenders Program.” The program was designed to make it easier for low income people to purchase housing. KHC made approximately $54 million available to financial institutions at a rate of 6 5 /a% interest, and the financial institutions, in turn, were then to loan this money to low income borrowers at %h%, a very advantageous rate of interest.
