Plaintiff-appellant, an assistant professor of Economics at the University of North Carolina—Greensboro, sought access through this suit under the Freedom of Information Act (FOIA), 5 U.S.C. § 552 (Supp. Ill 1979), to certain memoranda, logs, forms, and correspondence which related to contacts between high-ranking federal officials and the Internal Revenue Service (IRS or Service) regarding the tax matters of third parties. 1 The District Court, per Judge John L.
