¶ 1 Plaintiffs, Kotara, LLC, and Braidkot, Ltd., filed a complaint in the trial court for mandamus relief, seeking to compel defendant, Ann L. Schneider, in her official capacity as Secretary of Transportation, to file an eminent domain action as to certain real property that was allegedly owned by plaintiffs and taken by defendant for a road-widening project.
