The central issue in this case is whether the United States Parole Commission had authority to issue a second parole violator warrant based upon appellant’s felony conviction in state court, when the Commission had previously executed a parole violator warrant, considered the underlying facts in the state charge, and had reinstated the appellant to supervision.
