Plaintiff Janet Green (“Plaintiff’) brings this action against Defendants Maine School Administrative District # 77 (“MSAD 77”), Betty Jordan (“Jordan”), and John Gardner (“Gardner”). Plaintiff asserts that Defendants’ failure to hire her after two years of probationary teaching constituted (i) a violation of 42 U.S.C. § 1983 under a First Amendment theory (Count VIII); (ii) a violation of the Maine Whistleblowers’ Protection Act, Me.Rev.
