1 ^Appellant Charles Lawrence appeals the order of the Miller County Circuit Court affirming the decision of the Civil Service Commission of Texarkana, Arkansas (the Commission), to terminate Appellant’s employment with Appellees the City of Texarkana, Arkansas (the City), and the Fire Department of Texarkana, Arkansas (the Department). On appeal, Appellant argues that (1) he was terminated under rules not validly adopted; and (2) he was not terminated in conformity with state law.
