In May, 1892, Westel Willoughby filed a bill of complaint in the Supreme Court of the District of Columbia against Brooke Mackall, the Mutual Fire Insurance Company, Samuel C. Wilson, trustee, and Leonard Mackall, trustee, and Oliver Thompson, trustee.
