H. J. Russell Construction Co., Inc. entered into a contract as prime contractor with the Atlanta Housing Authority (AHA) to make certain improvements to property owned by AHA. Russell entered into a subcontract with H & H Electrical Co. to perform the electrical work on the project. According to the contract between H & H and Russell, H & H was to furnish and pay for all materials, labor and equipment necessary to complete the electrical work on the project.
