W.S., pro se, petitions for review of the Final Order on the Merits issued by the Secretary of the Department of Public Welfare (DPW), denying W.S.’s request to expunge an indicated report of child abuse for physically abusing his daughter, J.S. DPW upheld an order entered by the Bureau of Hearings and Appeals (BHA) adopting the recommendation of the Administrative Law Judge (ALJ).
