Dear Senator Haley:

You request our opinion on "whether the authority of the legislature by statute authorizes any administrative agency to take multiple actions against someone for offenses arising out of a single occurrence." You have advised this office that the actions in question involved a specific set of facts and the Governmental Ethics Commission's handling of them.
