SALARIO, Judge.

The School Board of Hillsborough County seeks second-tier certiorari review of a circuit court order granting David Ten-ney’s petition for writ of certiorari. Mr, Tenney filed his petition after the school board voted to terminate his employment as a middle school teacher. We conclude that the circuit court applied the wrong standard of review to the school board’s decision only insofar as that decision rested on Mr. Tenney’s use of a personal laptop in the classroom in violation of school district policy.
