NEWMAN, District Judge.

This is a civil rights suit brought pursuant to 42 U.S.C. § 1983 challenging the elementary school integration 1 plan presently used by the Stamford, Connecticut, Board of Education, on the grounds that it places a disproportionate share of the burden of achieving racial balance on Black and Spanishsurnamed 2 children and therefore stigmatizes them on account of their race in violation of the equal protection clause of the Fourteenth Amendment.
