MEMORANDUM OPINION
ALEXANDER WILLIAMS, JR., District Judge.
On October 14, 2011, Plaintiff brought suit against Defendants pursuant to 42 U.S.C. § 1983 for alleged deprivations of her rights under the Fourteenth Amendment Due Process Clause and the Housing Choice Voucher Program, 42 U.S.C. § 1437f. A bench trial was held on March 4 and March 7, 2013. The Court has carefully considered the parties’ exhibits, the testimony of the witnesses, the pretrial submissions and post-trial briefs, and the oral arguments of counsel.
