WEISBERGER, Chief Justice.

This ease came before the court for oral argument September 25, 1996, pursuant to a motion for reargument filed by the petitioner, John A. Holmes, Jr., in his capacity as chairman of the Republican State Central Committee (Holmes). The motion for rear-gument followed a hearing before four members of the court that resulted in an evenly divided court that had the effect of affirming the decision of the State Board of Elections.
