Plaintiff Thomas McNally brings this claim against the defendants Stephen Stewart, Keith Truex, and Sandra Truex (collectively “defendants”), 1 each in then-individual and official capacities, alleging violations of his rights pursuant to 42 U.S.C. § 1983 and 1988.
