The Texas Health and Human Services Commission and the Office of Inspec*778tor General1 (HHSC-OIG) sent notice to Antoine Dental Center (the Clinic) that they were withholding payment to the Clinic for -alleged acts of fraud or wilful misrepresentation in attempting to obtain payment from Medicaid for' dental services performed on Medicaid patients.
