¶1 — Sylvester Barron, III, sold marijuana to an undercover Oak Harbor Police Department (OHPD) reserve officer who was wearing a body wire outside the city limits of Oak Harbor on three separate occasions. The Island County Sheriff’s Office (ICSO) had issued a letter authorizing OHPD to enforce criminal laws anywhere in Island County, which stated that “notice should be given” to ICSO before OHPD exercised that authority.
