MEMORANDUM

DALZELL, District Judge.

Plaintiff Felix Torres instituted this suit under 42 U.S.C. § 1983 and the laws of the Commonwealth of Pennsylvania against defendants John McLaughlin, a police officer who worked for the City of Philadelphia and the Pennsylvania Attorney General’s Bureau of Narcotics Investigations, John Sunder-hauf, Zone Commander for the Attorney General’s Bureau of Narcotics Investigation, and the City of Philadelphia.
