WOOD, Circuit Judge.

In exchange for his cooperation with the government, Khaled Obeid is serving a federal sentence that is at least 45% shorter than it would have been had he been sentenced within the range recommended by the United States Sentencing Guidelines. He believes, however, that he is entitled to an additional 24-month reduction, based not on his own cooperation, but on that of his identical twin brother, Khal-don Esawi.
