WILKINSON, Circuit Judge:

In February 2008, appellant John Coleman filed a Freedom of Information Act (“FOIA”) request with appellee Drug Enforcement Administration (“DEA”) for documents concerning the federal government’s regulation of the drug carisoprodol.
