MEMORANDUM AND ORDER

YOUNG, Chief Judge.

I. INTRODUCTION

The central issue in this case is whether an unrecorded bill, of sale purporting to convey a federally documented vessel, the WY Cent’Anni (formerly known as “Lady B Gone”), from David and Angela Murphy (the “Murphys”) to Dr. David Mullane (“Mullane”) is valid against judgment creditors Adele Chambers (“Chambers”) and her mother Jean Farese (“Farese”).
