This ease is an extraordinary proceeding arising from a petition filed with this Court on June 2, 1993, by William C. Forbes, Prosecuting Attorney for Kanawha County, requesting the appointment of a circuit judge to conduct an investigation into whether ha-beas corpus relief should be granted to prisoners whose convictions were obtained through the willful false testimony of Fred S.
