Appeals (1) from a decision of the Workers’ Compensation Board, filed September 21, 2007, which ruled that claimant has a permanent total disability, and (2) from a decision of said Board, filed July 16, 2008, which denied the applications of the employer and its workers’ compensation carrier for reconsideration and/or full Board review.
