ORDER
MOON, District Judge.
By standing order of the Court, this case was referred to the Honorable Michael F. Urbanski, United States Magist-grate Judge, for proposed findings of fact and a recommendation disposition. The Magistrate filed his report on August 19, 2005, recommending that this Court enter an Order granting the Commissioner’s motion for summary judgment.
