During negotiations between plaintiff Patrolmen’s Benevolent Association of the City of New York, Inc. (herein after the PBA) and defendant City of New York concerning a new collective bargaining agreement, the City filed a scope of bargaining petition with defendant Board of Collective Bargaining of the City of New York (hereinafter BCB).
