OPINION
DITTER, District Judge.
This civil rights action was brought to force Pennsylvania to develop standards to judge whether there is discrimination against Blacks by companies which apply for state aid. The matter comes before the Court for decision after a consolidated hearing on plaintiffs’ motion for a preliminary injunction and a full hearing on the merits of the complaint pursuant to Federal Rule of Civil Procedure 65(a)(2).
The plaintiffs are seven individuals and the West Philadelphia Branch, National Association for the Advancement of Colored People. Named as defendants are the…
