OPINION AND ORDER
WILLIAM C. CONNER, District Judge:
In 1941, the Government settled its antitrust suit against the American Society of Composers, Authors, and Publishers (“AS-CAP”) with the entry of a consent judgment (the “Consent Decree”). United States v. ASCAP, 1940-43 Trade Cases (CCH) ¶56,-104 (S.D.N.Y.1941). Amended in 1950, United States v. ASCAP, 1950-51 Trade Cases (CCH) ¶ 62,595 (S.D.N.Y.1950), the Consent Decree continues to this day to regulate the manner in which ASCAP licenses the use of its members’ music.
