Rawick Manufacturing Company, Inc., appeals from a chancellor’s decree which found (1) that a construction project — developed by appellee Phillips Development Corporation (Phillips) — to which Rawick supplied materials was a public project not subject to a materialman’s lien, and (2) that Rawick also could not recover its claim for unpaid supplies as a third-party beneficiary under a bank’s letter of credit issued to Phillips to protect the purchaser of the project, appellee White River Regional Housing Authority (Housing Authority), against any liens filed under Arkansas…
