Hernán Bonilla brought this action pro se for declaratory and injunctive relief and damages against the Auxiliary Secretary of the Nutritional Assistance Program of Puerto Rico alleging that his civil rights had been violated when he was denied nutritional assistance and emergency needs. Jurisdiction is invoked pursuant to 42 U.S.C. § 1983 and 28 U.S.C. § 1343(a)(3) and under the due process and equal protection clauses of the 14th Amendment to the United States Constitution.
