OPINION

STAGG, District Judge.

Plaintiffs in this action, Muhammad Temple of Islam-Shreveport, Minister Leslie X. Franklin and Orsen X. Banks, are petitioning the Court: (1) for a declaratory judgment, declaring Section 6 of Chapter 26 of the Code of Ordinances for the City of Shreveport to be unconstitutional; (2) for injunctive relief, seeking to restrain defendants from enforcing Section 6 in an unconstitutional manner; and (3) for an award of monetary damages to compensate plaintiffs for losses they purportedly have sustained as a result of the enforcement of an alleged unconstitutional…
