THIS CAUSE is before the Court upon Plaintiffs’ Motion for a Preliminary Injunction Against Miami-Dade County and Rene Rodriguez (DE 13). This Court referred the motion to United States Magistrate Judge William C. Turnoff for issuance of a Report & Recommendation (“R & R”). Before the Court is Magistrate Judge Turnoffs R & R, issued on September 11, 2002. Also before the Court are Plaintiffs’ Objections to the R & R and the County Defendants’ Response to Plaintiffs’ objections.
