OPINION AND ORDER
FUSTE, District Judge.
This is an action under 5 U.S.C. § 702 of the Administrative Procedure Act. Jurisdiction is invoked under the federal question statute, 28 U.S.C. § 1331. Venue is proper in the District of Puerto Rico pursuant to 28 U.S.C. § 1391(e).
Plaintiff alleges that the Department of the Navy (“Navy”) and the Small Business Administration (“SBA”) violated the Competition in Contracting Act, 10 U.S.C. § 2305(b), and the applicable Federal Acquisition Regulations (“FAR”), 48 C.F.R. chs. 1-6, by awarding a contract for guard services at the Vieques Island U.S. Naval…
