ORDER
LARKINS, Senior District Judge:
SUMMARY
THIS MATTER comes before this Court on plaintiff’s complaint filed pursuant to 42 U.S.C. § 1983 against defendants Garrison and Watson alleging infringement of his constitutional rights and seeking $250 million from each defendant. Defendants timely filed motions to dismiss and for summary judgment with accompanying affidavits, which will be treated by this Court as a motion for summary judgment.
