MEMORANDUM OPINION AND JUDGMENT
HUGHES, District Judge.
The present suit, as filed, sought a declaratory judgment, injunctive relief and damages against the Office of Economic Opportunity (OEO), the Dallas County Community Action Committee, Inc. (DCCAC), and Samuel Martinez, individually and as Director of Region VI of the OEO. The complaint requested review of an OEO evaluation report concerning the DCCAC issued by Samuel Martinez on April 7, 1972.
