CHESNUT, District Judge.

The only question for decision in this ease involves the application of the rule for determination of the rate of international exchange for foreign money, in this case, between the American dollar and the British pound; and the particular.point in issue is whether the exchange rate prevailing at the time of the accrual of the right of action or at the date of the decree is to govern.
