In 2014, the Council of the District of Columbia authorized intervenors Potomac Electric Power Company (Pepeo) and District of Columbia Department of Transportation (DDOT) to work together to. move overhead electrical-power lines underground. Electric Company Infrastructure Improvement Financing Act of 2014 (E.CI-IFA), D.C.Code § 34-1311.01 et seq. (2015 Supp.), amended by D.C.’Code Ann. § 34-1311.01(8A) (West, Westlaw through Nov. 30, 2015).
