ANTOON, Judge.

Charlotte A. Hartley appeals the State Retirement Commission’s (Commission) final order determining that she is not eligible to receive “in the line of duty” retirement benefits. We reverse because the Commission’s determination is not supported by substantial competent record evidence.

From 1977 until 1994, Hartley was employed by the Florida Department of Agriculture — Division of Forestry. In July 1993, Hartley was injured at work while operating a farm tractor, and in January 1994, she was injured in an automobile accident. The parties agree the farm tractor accident was…
